In a blender, combine the mayonnaise, cilantro, cumin, garlic, apple cider vinegar, lime juice, water, and salt. Blend for 30 seconds or until smooth and creamy.
Chill the dressing in an airtight container for 30 minutes before serving.
Notes
Storage - Store in an air tight container for up to 5 days in the refrigerator.
Blender - If you don't have a blender you can also use a food processor or mince the cilantro very very fine and then mix everything together.
